Fuel for nuclear power generation needs to be enriched only to around 5%. For medical isotopes you need to reach about 20% enrichment. To get it to weapons grade requires at least 85% – 90% enrichment. Iran does produce its own medical isotopes from imported stock but still has to import those it can’t produce because they can’t achieve the req’d enrichment.
