I once had the pleasure of overseas detention. I had human rights, they were.
shelter/food/medical attention
and they were fucking vague, my daily ration was .5 litre “tea” a piece of bread. lunch was .5 litre of stew piece of bread, dinner was .5 litre of “Coffee or hot chocolate” and a piece of bread.
daily routine was locked in a box/shitting in a bag, let out 3 times a day to march to the food hall.
occasional respite would be to be stripped naked in sub 0 temperature’s and made to stand their as others watched on.
Trust me the FO can do FA about it as its equality for everyone.
No sweeties, no fucking toilet paper! no free money, you buy your mattress, the glass in your cell window, the clothes you wear and you have to fight to keep them.

In detention centres, the population could be thinned out by having a dagger available for inmates.
My engineering company could make a storage box with a mechanism linked to the cell door.
Once the inmates are inside for the night, the door is electronically locked, the dagger box lid is released and the murders or self-harm can begin.
The victor can emerge in the morning once he has placed the dagger back in the box. The box has a blood sensor inside that recognises immigrant blood and will only close once half a pint is measured and the door lock will only be released once the box lid is secured.
Detention centres could be emptied within a week, ready for the next batch of guests.

That doesn’t work, I have been in a place where knives were allowed, 0 stabbings or knife fights.
However when a ban was put in place stabbings/slashings happened.
Quite simply when everyone was armed nobody did anything because they would get like for like.
Another major factor was Guard intervention, they did not intervene, they would come in at the end, pick up the looser and the victor, beat the shit out of both and then drag them off to solitary where they would receive educational beatings until they conformed.
For that reason there was no pissing about violence, and FYI if you do kill another inmate you receive a further 4 years on your sentence.
