Open public toilets and potentially hire portloos.
Place sanitizer stations and instructions across the beach.
Open all car parks, instead of having them bloody closed.
Properly resource emergency service for the current situation.
The reason this hasnt been done is it requires effort and money. We are a nation of tight lazy cunts.

I’ve been at work every day, in close-ish contact with many people every day, touching stuff from all over the world, not hand sanitising every 5 minutes, not wearing a mask or a hazmat suit and so far this virus hasn’t touched me.
