Now, I had the misfortune of knowing these people and speaking to them.
One a very upstanding Roma was rather successful in evading border control.
I am talking about pre 1990’s he was able to exit Romania, travel to Switzerland and west Germany.
In Germany he was able to salvage broken electronics and ship them home to be fixed and sold on, but Switzerland was the hard cash deal.
He would get there, throw a brick through a window and wait for the police.
The police would then take him to a nice clean cell, feed him and he would ultimately go to court get a few months in prison and be deported (again).
But whilst in prison he would work, That’s were the cash was, he would legitimately earn hard western cash whilst being cared for!
At the end of his sentence they would pop him on a plane and he would return a rich man.
