Good point about the closing of asylums. I live near what was a huge mental hospital now replaced by a housing estate.
A few entrepreneurs I know took advantage of this situation by establishing converted houses and filling them up with all kinds of not-rights including many trannies. The state paid big bucks for each patient and still do.
