The fact that the legal system is actually entertaining this snowflake doesn’t do them any favours.

Cats shit where they like and there isn’t an awful lot that can be done about it. Most of them find somewhere out of the way to do it, but if you want to keep them away, there are things you can put down to discourage them.
Having a litter tray doesn’t make a difference. I had a cat and the only time she used the tray was during the first two weeks. Once she starting going outside she never used it again. I assumed she wanted to mark her territory and, well, it saved me a fair amount over the years not having to buy more litter.
