Shiner sent his emissaries to Iraq and essentially advertised that anyone with a story could make some money from the UK government, simply by saying that they’d witnessed British soldiers treating people badly. Why wouldn’t poor, semi-literate Iraqis who have had their lives turned upside down by conflict – and in many cases were our enemies – seize the chance to make easy money? What’s more, Shiner et al didn’t carry out any due diligence to check the veracity of what they were being told; they lapped it up, and presented it as the truth.
The UK Armed Forces does understand what can happen in action, and consequently sets very high standards for its personnel, and trains them accordingly. Every serviceperson carries out annual training on Values and Standards, and the Law of Armed Conflict. This is reiterated during OPTAG pre-deployment training, which also includes detainee handling. Upon arrival in theatre on ops, everyone undergoes Reception, Staging and Onward Integration training (RSOI); this includes LOAC and detainee handling. Those authorised to carry out Tactical Questioning are specially trained for it.
Now, for all that there will occasionally be times when someone oversteps the mark – and they should be dealt with for it. As happened to those involved in the Baha Mousa case, and the RM Sgt who was jailed for murdering a taleban detainee.
However, the circumstances in which our soldiers can find themselves must be considered; they are often dealing with people who, moments before, have been trying to kill them. Questioning detainees is often necessary to prevent harm to our people. The fact is that torture doesn’t work, and we know this. Tactical Questioning – which doesn’t involve violence – does, and there are times when exploiting the shock of capture is useful; it’s also necessary to separate detainees to prevent them colluding. No different to some of the stuff that we can see on UK police reality programmes.
We expect a lot of 18 year old infantrymen, at times, but the actual number of genuine cases where they’ve overstepped the mark is tiny compared to the number of operations.
The disservice to our Armed Forces is to judge, from behind an armchair or a slimy lawyers office, something one has no experience of, especially when money is the driving factor.
